Q: What can I declare with Alldeclare?
A:
Alldeclare is for private and corporate consignees (parcel recipients) to declare their eCommerce packages and pay taxes (VAT and/or import duty) on them.
Alldeclare works for orders with a total item value of 150 EUR or less.
If your shipment has postage, transportation or insurance costs and these are separate on the invoice, these costs do not count toward the 150 EUR limit.
Q: Where does Alldeclare work?

Alldeclare is operational in Estonia and the Netherlands. More countries coming soon, including Belgium, France, Ireland, Spain, Italy and Poland, followed by all other EU countries.
Q: Why do I have to register?
A:
We use your data to submit the declarations to customs, so it’s important we have your correct and up to date personal information.
Q: What should I do if my product description is not in English?
A:
Currently Alldeclare can only accept product descriptions in English. You can use online tools like
Google Translate to translate the item description.
Q: What to do if the item weight is not indicated in kilograms?
A:
If your purchase document has item weights in pounds or anything else, please use an online converter. Only enter the weight in kilograms in Alldeclare.
Q: What to do if my product category does not come up?
A:
Try describing what your product does in detail, avoiding unambiguous words, or words that can have multiple meanings.
Example:
skate board returns a wrong category, because board can have lots of meanings. Try adding more descriptive words, like: skate board for sports. This returns Articles and equipment for general physical exercise, gymnastics, athletics, other sports (including table tennis) or outdoor games, not specified or included elsewhere in this chapter; swimming pools and paddling pools and accurately represents your purchase.
Instead of Smart picture frame try describing what the product does. If you write display device, you get the correct result of Electric sound or visual signaling apparatus.
Q: How should I enter the number of items?
A:
Please enter the number of individual units per item.
Note. One pair of trousers, or glasses, or shoes, or skis counts as 1 item.
If you have purchased different products, you should state the quantity of each product. To add additional products, click the “add more goods” button and add another product with its own description and quantities.
Q: What to do if my product price is not in EUR?
A:
Please enter the product prices in the currency you made the purchase and Alldeclare converts it for you.
The customs agencies in all EU countries use a monthly rate, published by the European Central Bank. You can check the official rate from the European Commission website, however you are required to enter the amounts and currencies that are on your purchase document, without making any conversions on your own.
Q: What is a Tracking Number?
A:
Tracking number or tracking code is a unique number assigned to each package, which allows you to track the movement of the parcel. You should get the tracking number from your eCommerce platform.
Q: Where can I get the sender name and address?
A:
Sender information is usually in the footer of the website you bought your items from.
In case of marketplaces like Amazon, Shopify etc., there might be separate merchants selling on the platform. Your purchase document should list the official name of the sender and their address.
Q: What if the transportation cost is not indicated on my purchase document?
A:
If transportation cost is free or included in the price of products, enter 0 EUR.
Q: What is an IOSS number?
A:
IOSS is Import One Stop Shop, which means that when marketplaces sell products to the EU member state consumers, they can collect taxes at the point of sale, instead of consumers having to pay when the package arrives at the destination country. You can read more on the Eurora IOSS FAQ page.
Q: How to enter product values in Alldeclare?
A:
Depending on where you bought the item from, the value could be shown in multiple ways:

Product value, VAT, transportation and insurance costs are all on the invoice as separate lines. In this case you have already paid the VAT and your seller has an IOSS number that is on the invoice, or that you can request from them. When declaring the purchase, enter product value separately and transportation cost together with insurance.

On the purchase document you have product value, no VAT, and transportation (and insurance if applicable) as separate lines. In this case you have not paid VAT and customs will require you to pay it to declare the package. Enter product value and transportation (together with insurance) in their respective fields.

On the purchase document you have, only product value and transportation is included. To declare, enter product value in the correct line and transportation is 0.
Q: How is VAT calculated on transportation?
A:
In case of only one product type, VAT is calculated from the total of the product value + transportation cost.
If you have products with different VAT rates, then transportation cost is proportionally allocated to your products.
Example: You ordered a book with a total value of 10 EUR (VAT rate 9% in Estonia) and a pen with a total value of 5 EUR (VAT rate 20% in Estonia). The transportation cost for your whole order is 6 EUR. The calculation is the following:
10 EUR (book value, 2/3 of total product value) + 4 EUR (2/3 of the transportation cost) = 14 EUR (total value) x 9 % (VAT) = 1,26 EUR VAT.
5 EUR (pencil value, 1/3 of total product value) + 2 EUR (1/3 of the transportation cost) = 7 EUR (total value) x 20 % (VAT) = 1,4 EUR VAT.
Q: How are taxes calculated?
A:
Alldeclare calculates Duties and Taxes based on the rates of various product categories in each EU country. Member states have have different rates per category as seen on this infographic.
Q: How to add insurance costs to the declaration?
A:
If your whole shipment is insured, add it together with transportation cost and Alldeclare will allocate it proportionally to the individual items.
If only one item in the shipment is insured, add the insurance cost to the item value.
Q: What to do if my courier is not on the list?
A:
We have listed the largest courier companies in Alldeclare. If your courier company is not on the list, pause filling the declaration and send us an email at support@alldeclare.com. Our team will add your courier to the list. Your declaration is saved and once we have made the amendments you can go back to it.
Note: When contacting us, please include the courier company website and your tracking number in the email.
Q: What is an MRN number (also called previous document number)?
A:
MRN stands for Movement Reference Number. Each time an import or export declaration is submitted to any of the Customs Authorities in the European Union or the United Kingdom, a unique number is created for that shipment.
If you cannot find the MRN on any of your documentation, please turn to your courier company. They will have to provide you with the number. You can check the location of your package with MRN on the European Commission Taxation and Customs Union website.

The purchase document is either order confirmation or invoice from the merchant. It’s usually sent to you via email and/or accessible via your purchase history.
It is preferrable to use invoice number, but if you don't have it, you can also use order confirmation number.
Q: I don’t have any documents, what should I do?
A:
If you have not received the order confirmation or invoice by email, then take a screenshot of your order on the merchant website.
Q: What is the cost of submitting a declaration through Alldeclare?
A:
Alldeclare fees for submitting declarations depend on the country and declaration type. The exact amount is shown once you start filling the declaration, as it depends on the destination country.
Note: The amount you pay is made up of two parts - small Alldeclare service fee and the taxes paid to the customs authorities.
In Estonia, Alldeclare is free when submitting a declaration with a total value of 150 EUR or less. The fee for declarations up to 999 EUR is 4 EUR.
In the Netherlands Alldeclare can submit declarations up to 150 EUR in value, and the fee is 2 EUR.
Q: What is the receiver contact info?
A:
This is the company or private person receiving the package and declaring it. The address should be the same as on the purchase document.
Q: How long until my parcel gets released from Customs?
A:
As our service is fully automated, then in most cases it takes a few minutes to get a response from Customs. Some countries may have longer processes, including manual checks, but usually it shouldn’t take more than a day.
Q: What if some of my data is wrong?
A:
After declaration has been submitted and Customs discovers errors, you can amend the declaration and submit again. It is not possible to correct any data while the declaration is being processed by customs.
Q: How to cancel a declaration?
A:
The declaration cannot be cancelled while it’s being processed by customs.
